Growth refers to the increase in a country's economic output, whereas development encompasses improvements in the quality of life, education, health, equality, and opportunities. Happiness goes one step further by focusing on people's overall satisfaction, mental well-being, and sense of purpose. This article explores the difference between economic growth and development, methods of measuring development, the influence of human behaviour, and the role of social norms, culture, values, and economics in achieving sustainable development and happiness.

Economic Growth vs. Development



Economic growth and economic development are related but distinct concepts.

Economic growth refers to the increase in the production of goods and services within a country over time. It is usually measured by the growth rate of Gross Domestic Product (GDP) or Gross National Income (GNI). Growth indicates that an economy is producing more wealth and generating higher incomes. For example, if a country's GDP grows by 7% annually, it means the economy has expanded.

However, economic growth does not necessarily improve the lives of all citizens. Wealth may remain concentrated in the hands of a few, leaving many people without access to quality healthcare, education, or employment opportunities.

Economic development, on the other hand, is a broader concept. It refers to improvements in people's living standards, reduction in poverty, better healthcare, higher educational attainment, gender equality, environmental sustainability, and access to basic services. Development focuses on enhancing human capabilities rather than merely increasing income.

For instance, two countries may have similar GDP growth rates, but one country may invest heavily in education, healthcare, and social welfare, resulting in a healthier and more skilled population. Such a country is considered more developed because the benefits of growth are shared more equitably.

In simple terms:

  • Growth is quantitative, focusing on income and production.
  • Development is qualitative, emphasizing improvements in human welfare and opportunities.

Thus, sustainable progress requires both economic growth and inclusive development.

Measurement of Development




Since development is multidimensional, economists use various indicators to measure it beyond GDP.

1. Human Development Index (HDI)


Developed by the United Nations Development Programme (UNDP), the HDI combines three important dimensions:
  • Life expectancy at birth (health)
  • Mean and expected years of schooling (education)
  • Gross National Income per capita (standard of living)

HDI provides a more comprehensive measure of development than GDP alone because it reflects the overall quality of human life.

2. Multidimensional Poverty Index (MPI)


Poverty is not only about low income. The MPI measures deprivation in areas such as education, health, sanitation, nutrition, electricity, housing, and access to clean drinking water. It helps policymakers identify multiple forms of disadvantage faced by households.

3. Gender Development Index (GDI)


The GDI compares achievements between men and women in terms of health, education, and income. It highlights gender inequalities that may hinder national development.

4. Gross National Happiness (GNH)


Introduced by Bhutan, Gross National Happiness emphasizes psychological well-being, environmental conservation, cultural preservation, good governance, and community vitality. It reflects the belief that happiness should be a primary goal of public policy.

5. Sustainable Development Goals (SDGs)


The United Nations has established 17 Sustainable Development Goals that address poverty, health, education, climate action, clean energy, gender equality, and economic growth. These goals provide a global framework for measuring long-term development.

Together, these indicators offer a holistic understanding of development by considering social, economic, and environmental dimensions.

Insights into Human Behaviour




Human behaviour significantly influences economic development and happiness. Traditional economic theories assumed that individuals always make rational decisions aimed at maximizing their benefits. However, behavioural economics has shown that people are often influenced by emotions, habits, social influences, and cognitive biases.

For example, individuals may fail to save money despite knowing its importance because they prioritize immediate consumption over future benefits. Similarly, people may ignore health advice or educational opportunities due to lack of awareness or behavioural barriers.

Governments increasingly use behavioural insights to improve public policies. Simple interventions such as reminders for vaccination, automatic enrollment in pension schemes, and digital payment incentives encourage better decision-making without restricting individual freedom. This approach is often referred to as "nudging."

Trust, cooperation, honesty, and social responsibility also shape economic outcomes. Societies with higher levels of trust generally experience stronger institutions, lower corruption, and better economic performance.

Thus, understanding human behaviour helps design policies that improve welfare and promote inclusive development.

Social Norms, Culture and Development




Social norms and culture strongly influence the pace and direction of development. Social norms are the unwritten rules that guide people's behaviour within society, while culture includes beliefs, traditions, values, customs, and practices passed from one generation to another.

Positive cultural values such as hard work, honesty, discipline, respect for education, and community cooperation contribute significantly to economic development. Countries with strong educational values often produce skilled human resources, leading to higher productivity and innovation.

However, certain traditional practices may hinder development. Gender discrimination, child marriage, caste-based exclusion, and resistance to women's education reduce economic participation and limit human potential.
Culture also affects entrepreneurship, consumer behaviour, savings habits, and environmental conservation. For example, communities that value sustainability are more likely to adopt eco-friendly practices that support long-term development.

Development policies must therefore respect cultural diversity while encouraging social reforms that promote equality, inclusion, and human rights.

Values and Economics




Economics is not only about markets and money; it is also influenced by human values. Ethical values such as fairness, justice, honesty, compassion, and responsibility play a crucial role in economic decision-making.

A society driven solely by profit may experience corruption, environmental degradation, labour exploitation, and widening inequality. In contrast, value-based economics promotes responsible business practices, fair wages, consumer protection, and sustainable resource management.

Corporate Social Responsibility (CSR), ethical investing, green technologies, and inclusive business models demonstrate how values can be integrated into economic activities. Governments also promote welfare schemes, progressive taxation, and public healthcare to ensure that economic growth benefits all sections of society.
Environmental values have become increasingly important as climate change threatens sustainable development. Balancing economic growth with environmental conservation ensures that future generations inherit sufficient natural resources.

Ultimately, economic policies should prioritize human dignity, social justice, and environmental sustainability alongside financial prosperity.

Growth, Development and Happiness: An Integrated Perspective




Happiness is increasingly recognized as the ultimate objective of development. Higher income certainly improves living standards, but research shows that beyond a certain level, factors such as good health, meaningful relationships, employment security, freedom, trust in institutions, and mental well-being become equally important.

A nation can achieve lasting happiness only when economic growth creates opportunities, development improves human capabilities, and social values promote equality and inclusion. Sustainable development requires balancing economic efficiency with social justice and environmental protection.

Governments, businesses, and citizens all share responsibility for creating societies where people not only earn better incomes but also live healthier, more fulfilling, and happier lives.
